The Global Entrepreneurship Monitor (GEM) has been studying the factors influencing business development in different countries of the world since 1999. The Lithuanian government also pays attention to education and infrastructure development, which is highly appreciated by experts. For example, high ratings in the field of school business education and physical infrastructure indicate their importance for business development in the country.

However, Lithuania faces certain challenges, such as difficulties in market penetration due to its small size. Nevertheless, high scores for conducting research indicate favorable conditions for innovation and development in this area. Overall, Lithuania continues to strengthen its status as an attractive country for entrepreneurship and innovation.

By the end of 2021, South Korea had recorded fewer than 5,000 deaths from COVID-19, which contributed to a successful economic recovery and GDP growth. Less than 1.5% of households reported a significant decrease in income due to the pandemic, which is the lowest level among high-development countries that participated in the study. This allowed Korean entrepreneurs to maintain stable business activity and also led to a significant increase in the number of startups and ongoing business operations.

New opportunitiesHowever, only a small number of entrepreneurs have discovered new opportunities due to the pandemic, as the crisis had a minimal impact on the country's economy. One of the weaknesses is the commercial and professional infrastructure, rated as 5.0 out of 10. This factor indicates limited access to essential legal and financial services for new businesses.

Compared to the recession of 2008-2009, the United States managed the negative effects of COVID-19 more successfully. In 2021, the number of new businesses nearly reached pre-pandemic levels.
