This November, Alliance Centro is celebrating two years of its activity to revitalize the center of Rio de Janeiro. The company will hold an event with great significance for the region: the Centro Rio Conference, which will be attended by representatives of public authorities, real estate, merchants, building syndicates and other social actors interested in the development of the capital city of Fluminense. The event will take place on November 8, Wednesday, from 9:00 a.m. to 1:00 p.m. at the Rio de Janeiro Chamber of Commerce (ACRJ) building, located on Candelaria Street, 13th floor, downtown. The meeting will be completely offline and will be sponsored by Opportunity and Sergio Castro Imóveis.

"We are an association that brings together the largest real estate companies and owners of commercial and service''infrastructures that are working together on the development of Rio Center with the aim of bringing together different initiatives in defense of common interests. At the first event, we discussed areas of economic revitalization, and now we will expand the discussion to issues important to strengthen and revitalize the area," said Marcelo Haddad, CEO of the Alliance.

The meeting will discuss five major initiatives to revitalize the region: Reviver Centro II, Reviver Cultural, Masterplan BNDES, aimed at finding new ways to use the 75 public properties in the area, Areas de Revitalizacao Economicas (AREs) - a project led by the Centro Rio Alliance - and the conversion of commercial properties to mixed-use or residential.

Summary of the Conference Program''Centro Rio:

  • Opening: Josier Villar, president of the Rio de Janeiro Chamber of Commerce, Carlo Caillado (PSD), president of the Rio de Janeiro Municipal Chamber (CMRJ), Claudio Andre de Castro, director of Sergio Castro Imóveis, one of the founders of the Centro Rio Alliance, and Rio de Janeiro Mayor Eduardo Paes (PSD).

  • Panels lasting 1 hour each:

    I - "New ventures realized by Reviver Centro II";
    II - "Promoting commerce and developing public spaces";
    III - "How to realize the transformation of commercial real estate".

The participants will include Claudio Hermolin, president of the Rio de Janeiro State Construction Industry Syndicate (Sinduscon); Chikan Bulhao (PSD), municipal secretary for''economic development, innovation and simplification of the City of Rio; Gustavo Guerrante, President of Carioca Company for Partnerships and Investments (CCPar); Osmar Lima, Head of Public Real Estate at the Bank for National Social Development (BNDES); Paulo Millen, Director of GTIS Partners; Senator Carlos Portinho (PL-RJ), author of Law 14405/2022, which allowed the approval of the change of use of buildings (commercial to residential or vice versa) or real estate, and others.

The Centro Rio Alliance is inspired by Canada's Business Improvement Districts (BIDs) project to revitalize urban areas through partnerships between public and private entities. Under BIDs, owners and entrepreneurs are responsible for additional beautification,''safety and cleaning, as well as creating advertising campaigns to attract the public and new businesses. There are 76 BIDs in New York City (USA) alone.

The initiative is already present in countries such as Australia, Mexico, New Zealand, South Africa, UK, Germany, Singapore, Netherlands, Spain, Portugal, Belgium, Ireland. In total, more than 1,200 BIDs are located in commercial districts worldwide.

In Brazil, Federal Deputy Pedro Paulo (PSD/RJ) has submitted Bill 250/2020 to the Chamber of Deputies, which establishes the Brazilian version of BIDs through Areas de Revitalizacao Economicas (ARE). If the law is passed, the business environment will be able to offer additional services not provided by the State through Private Recovery Organizations''economies (OPREs). Such organizations are created as non-profit private legal entities created specifically for the rehabilitation, development, and maintenance of a single area. Under the bill, AREs, just like international BIDs, must be funded through a contribution based on the assessed value of non-residential property for property tax calculation (IPTU), capped to a maximum of 5%.

About the Centro Rio Alliance
The Centro Rio Alliance brings together more than 300 thousand professionals and 60 thousand companies with an annual turnover of about R$560 billion, representing 32% of the total turnover of the capital city of Fluminense, according to the Rio-Negócios Agency. The agency responsible for the Alliance is a non-profit organization that has been operating for 24 years''in attracting investment and creating jobs in the city. The project involves 28 associated companies, including real estate, and important buildings in the center of Rio, such as: Opportunity, São Carlos, Sérgio Castro Imóveis, Multicentros Floriano, GTIS Partners, Kinea, GIC, Autonomy Investimentos, Mark Building, Engepred, Construtora Internacional, Menezes Côrtes, Previ, BR Properties, BSP Empreendimentos, Cury, Kinea, Centro Cândido Mendes, Innova, Shopping Paço do Ouvidor, Sloper Corporate, Sinduscon Rio, Sindicato das Empresas de Asseio e Conservação do Rio de Janeiro (Seac-RJ), Edifício Linneo de Paula Machado, Edifício Bolsa do Rio, Confeitaria Colombo and Tishman Speyer.

Association represents more than 60 buildings in the area, with a total area of 750 thousand square meters and an investment of more than R$7 billion. The monitoring of the Center's beautification by the Alliance team has changed the face of the neighborhood. Inspectors hired by the organization go around the neighborhood, recording problems''of different nature, geolocalize them, report each problem to the Municipality and monitor its resolution. Currently, more than 79% of the problems registered are solved by the municipality and the authorities.
