Federation of Italian mediators and case agents has proposed changing the rules on access to the real estate profession. In particular, they propose to include a 12-month internship in the training process, combined with theoretical education or a suitable university degree, subject to a background check confirmed by a disinterested party such as the Chamber of Commerce and Industry.

The federation has also proposed several changes to avoid commercialization of the real estate agent profession. For example, each mentor should only work with one trainee and should have been registered with the relevant services for at least 5 or even 10 years.

The practicum must last at least 20 hours per week, be well-structured, seriously attended and certified.

The professional qualification requires a suitable university degree and successful completion of an examination to demonstrate the necessary skills for the profession. Once qualified, mandatory and ongoing training is required as it is a fundamental need of an important and complex profession that protects the interests of the consumer, who often invests their savings for life.

The paper also proposes to separate the role of real estate agent and credit intermediary, and to abolish the mandatory indication of agents' remuneration in notarial documents and replace it only with an indication of an electronic account. Also on the table of the Ministry of Tourism are changes to the law on short-term rentals.
