Vote on 2024 State Budget Features: more than 1,900 proposed changes.
The negotiations to consider the state's 2024 budget continue throughout this week with morning debate and votes in the afternoon leading up to the final vote on Nov. 29.
Voting on individual items in the 2024 State Budget Proposal (OB2024) begins this Thursday when lawmakers will debate and vote on more than 1,900 proposed changes to the document, a new record.
The consideration of the features of the OB2024 comes in an unusual situation as the President of the Republic announced the dissolution of Parliament and the calling of early parliamentary elections due to the request of the head of government to resign, but that did not prevent a new record for proposals''changes.
According to the information on the parliament's website, 1931 proposals to amend the budget were submitted, while 35 were removed.
The leading position in the number of proposals is held by the PCP with 507 proposals, followed by Chega with 441 proposals.
The party with the smallest number of proposals - IL - proposed 58 changes.
The debate on OB2024 individually will continue throughout the week, with morning debates and afternoon votes as usual, and will culminate with a final overall vote on November 29.

PS
The Socialists scrap the tax increase on vehicles made in 2007 and earlier proposed by the government in the Budget and extend the conditions for people who have already started the process of obtaining tax treatment as non-tax residents (RNH) to move to Portugal and continue to benefit from it.
In the initial version of the OB2024 proposal, only those people retained the right to enroll who, as of December 31, 2023, meet the conditions for RNH status or are holders of a valid residence visa.
PS also clarifies that the Regressar tax regime, which excludes 50% of income from personal income taxation, applies''only on those who already lived in Portugal, and proposes to continue the possibility of making penalty-free withdrawals of savings for retirement (PPR), in particular to pay for mortgages.
Among other things, the Socialists want the withholding of personal income tax on employees living in rented housing to be reduced by an additional €40 in 2024, progressive tax withholding rates from independent labor next year and the possibility of charging deductions on a tax basis for the share of expenses related to nanny wages.
PSD
The largest opposition party proposes reducing personal income tax to level eight, setting the maximum youth tax rate at 15%,''full restoration of the seniority of teachers, dedicated to the introduction of a five-year period, and the abolition of the additional contribution for hotel accommodation.
The Social Democrats want to create, among other things, a panel of experts to assess the status of non-residents within 30 days and a tax incentive for savings of up to 100 thousand euros.
The reduction of the corporate tax rate to 19% and tax incentives for performance bonuses are also being advocated by the DUP parliamentary group.
Chega
Chega wants a property tax exemption for residential properties worth up to €350,000, a transfer tax exemption for young people under 35 and an increase in the minimum wage to €900.
It is also proposed that''under 23 and over 65, and wants to provide free medicines for those over 65 and the chronically ill, as well as abolish tolls on unused road sections.
The communists also propose limiting rent increases to 0.43%, creating a public network of kindergartens, providing free access for young people under 25 to all institutions and cultural events organized by the central government, and increasing investment in CP and Transtejo / Soflusa, the companies that provide water transport between Lisbon and the south coast.
BE
BE wants a public sector pay increase of 15% or €140 if the percentage is below this absolute amount, limitation''indexation of rents and the renegotiation by banks of spreads and other terms associated with variable rate loan agreements so that the debt service-to-income ratio does not exceed a maximum of 50%.
Among other measures, BE proposes not to apply rotating schemes to close or concentrate acute medical facilities in 2024, to grant risk and severity status to National Health Service (SNS) workers, and to provide free public transport for young people, students and the elderly.
PANO PAN
PANO PAN wants to suspend the confiscation of family housing, as well as reduce the VAT rate on livestock and medical and veterinary services, and set up a pilot project for next year to study''the possibility of granting license to people suffering from severe and paralyzing pain during menstruation.
We should also note the suspension of hydrogen projects and the extension of free travel to young people under 23 and not just students, updating the fare grid accordingly to inflation and a 1% reduction in the personal income tax rate for personal account tiers 6 and 7.
Livre
Livre offers a program for the government to subsidize part of the down payment for the purchase of a first home up to 30% of the market value of the property in the form of providing equity as a loan, as well as the creation of an emergency fund for people who have a salary but no roof over their heads,''funded by an additional 15% property transfer tax (IMT).
The expansion of the 3C program - Casa, Conforto e Clima, the creation of an agency or state hydrogen company and the expansion of the national rail pass for urban, intercity and international trains with a maximum cost of 49 euros per month are also on the list of proposals.
