How to invest in a Montenegrin PML scheme?

In 2018, Montenegro launched the Citizenship by Investment (CBI) program. Known as the Special Investment Program, it offers high-income foreigners the opportunity to obtain Montenegrin citizenship through certain investments.

The program was designed to offer maximum benefits in a short period of time and is said to do away with many of the mandatory requirements present in such schemes. The program was originally scheduled to last three years from enactment. However, it was extended until December 31, 2022. Please note that the program came into effect on January 1, 2019.

There is much more to the Montenegrin CBI than just that. Today I will try to look at the broader aspects of the program. However, it is recommended to read official documents and follow the chronology of events. Remember, the program expires at the end of this year. On this note, it is time to reveal the Montenegrin program.

Criteria to be met

First of all, interested applicants must meet certain criteria. These terms include the following:

  • The minimum age of the applicant is 18 years old.
  • Investments must be made in accordance with program requirements.
  • There must be evidence of sufficient funds to support themselves and their dependents (if added to the application).
  • No criminal record. A certificate of criminal record must be provided.
  • Maternity certificate, if required.

Investment requirements

Montenegro encourages investment in certain large-scale projects, including five-star hotels and resorts, agriculture, woodworking and fishing. The minimum investment amount under the program is 370,000 euros, part of which is distributed to different areas. A minimum of €100,000 must be contributed to a government fund established for the program, a minimum of €250,000 to a property or project, a €15,000 processing fee for the main applicant and €10,000 for each additional dependent. Please note that the minimum investment amount for each project may vary.

Processing time

What is the point of a CBI program if there is no simplified and fast processing system? Montenegro's CBI program seeks to reduce processing time to a large extent.

All in all, the whole process should take about six months. The time for preparing the application is about a month, after which the authorities deal with the verification of documents. The treatment time will be approximately 4-5 months. A period of 1 month is given to make real estate investments. Only after all these processes are completed will a Montenegrin passport be issued. Please note that processing time varies depending on the nature of the application. If you have not provided enough information or your documents are incomplete, it may take much longer. Therefore, it is recommended to contact immigration consultants who can save you time.

Why Montenegrin CBI

This question has probably already arisen in your mind. Why Montenegro? Think about it, what makes a CBI program good? It should be affordable, have no administrative headaches, offer good investment opportunities and entitle you to civic benefits.
