How to invest in Montenegro's citizenship through investment scheme

In 2018, Montenegro launched the Citizenship through Investment (CBI) program. Known as the Special Investment Program, it offers opportunities for high-net-worth foreigners (HNWIs) to obtain Montenegrin citizenship through certain investments. The program was designed to maximize the benefits in a short period of time and is said to be free of many of the mandatory requirements inherent in such schemes. The program was originally planned for a period of three years from the date of entry into force. However, it has been extended until December 31, 2022. Please note that the program came into effect on January 1, 2019.
Of course, the Montenegrin CBI has much more to offer than just that. Today I will try to talk about the broader aspects of the program. However, it is recommended to read the official documents and keep an eye on the timeline. Remember that the program expires by the end of this year. On that note, it is time to reveal the Montenegrin program.
Criteria to be met
First and foremost, interested applicants must meet certain conditions. These conditions include the following:
- they must be at least 18 years old
- they must make the minimum investment as required under the program
- There must be evidence that they have sufficient funds to support themselves and their dependants (if they are added to the application)
- absence of criminal prosecution. A certificate of absence of a criminal record must be submitted
- Certificate of parentage, if required
Investment requirements
Montenegro encourages investment in certain large-scale projects, including five-star hotels and resorts, agriculture, woodworking and fishing. The minimum amount under the program is 370,000 euros, part of which is distributed to different areas. A minimum amount of €100,000 must be contributed to the government fund established for the program, a minimum amount of €250,000 to a property or project, a €15,000 processing fee for the principal applicant and €10,000 for each dependent. Please note that the minimum investment amount for each project is different.
