Short-term rentals: Forza Italia fights for non-increase in dry rents and adoption of Greek taxation model'.
The proposal for a double rate on short-term rentals is not convincing Forza Italia's Italian party. Under the latest proposal, the dry rent for short-term rentals, which is causing so much debate among the majority, should remain at 21% for owners who rent out only one dwelling for less than 30 days and rise to 26% for those who rent out two or more dwellings for such activities.
Forza Italia, which has opposed from the beginning the increase to 26% that applies to all owners under the first drafts of the budget law, is proposing a new solution ahead of tomorrow's majority meeting. Instead of a dry rent increase, it should be mandatory''introduce a national identification code for rental properties, modeled on Greece. In this way, it is explained, instead of further encouraging owners to evade taxes and deal in the shadow sector, we will get exactly the opposite result, as well as significantly more tax revenues. According to Forza Italia spokesman Raffaele Nevi, speaking on the Sky Agenda program, this is exactly the proposal that Deputy Prime Minister Antonio Tajani will state when he meets tomorrow at the Palazzo Chigi.
This proposal, by the way, is not new. The draft law on short-term rentals, which has long been worked on by the Minister of Tourism Daniela Santanquier "in order to ensure competition, the security of the territory and fight against illegal''Hospitality Forms', provides for the automated assignment of a national identification code (Cin) by the Ministry of Tourism for each accommodation unit intended for short-term rental for tourism purposes. The new Cin, which must also include an indication of the number of available beds according to the application, will replace the regional identification codes (Cir).
The Ministry of Tourism assigns, through an automated procedure and upon submission of an electronic application for a Cin, various accommodations intended for short-term rental for tourism purposes, as well as hotels and apartments, defined in accordance with the current regional regulations.
The Santanquier proposal also stipulates that anyone who offers or rents out accommodation for tourism purposes, even as an intermediary, is required to place a Cin at the entrance to the accommodation and the entrance to the building, and to list it in all published advertisements. In turn, web portal owners are obliged to indicate Cin in the advertisements on their portals after verifying the consistency of the information in the database. In any case, the publication of ads without Cin will be prohibited. In case of violation, the Santanquier draft law provides for a fine''from 500 to 5,000 euros and an administrative penalty that provides for the immediate removal of the illegal advertisement, which must also be applied by the administrators of the web portals used. Anyone who rents out a residential property for tourism purposes without Cin will be penalized with a fine of an even higher amount, from 800 to 8,000 euros. Now let's see if Forza Italia's proposal will convince their allies or not.
