Le Mans goes into real estate tenure: what will it change - France Bleu

The Sarthe capital moves to the A level, which is the second most important level (for example, Paris is at A bis level), according to a decree signed by the Minister of Housing, Patrice Vergriet, and the Minister of Public Accounts, Thomas Cazenave. "Great news," welcomes the mayor of Le Mans in a statement, explaining the benefits this classification will bring. Stéphane Le Foll also notes that there will be no request for rent regulation.
What's going to change?
With the move to a stressed area, the notice period for unoccupied housing is reduced to 1 month. Entry into the program has many other consequences: increased assistance and rent increases "which alleviates the financial equilibrium of new HCC residential buildings affected by rising construction costs and loan interest rates", the eligibility of private programs to participate in the Pinel program as long as it exists (currently until December 31, 2024), an increase in income levels to qualify for zero-interest or PTZ+ loans and the share of the loan in the cost of acquisition or construction.
Rent regulation In theory, Le Mans could request rent regulation, thanks to this classification in a stressed area. Such a program is only implemented if the city makes a request to the government and the government agrees - which is not automatic, Grenoble recently had its request denied. According to Stéphane Le Foll, in any case in Le Mans such a request is unreasonable, given the level of rents in the city.
