We are inviting your views on a proposal to redevelop and subdivide a former quarry on the Norvel Estate for the purposes of housing development, open space preservation and a biological reserve.

The Norvel Estate is located between Norvel Road and the Blind Creek Valley in Ferntree Gully. Formerly known as Norvel Road Quarry, the site was used to extract clay for brick making from 1955 until its closure around 2009.

A new vision is being proposed for the Norvel Estate to enable the land to be used for residential development and the development of under-utilized sites in an existing residential area. The proposal includes an amendment to urban design scheme C184knox and planning application P/2020/6049. The applicant is Norvel Estate Pty Ltd C/- Urbis Pty Ltd.

The amendment proposes to change the Norvel Estate land use zone from the current designation of "industrial land use and energy resources" to residential development that is consistent with the character of the environment, preserves the protection of the Biological Reserve and supports the development of a shared path linking to the Blind Creek Reserve Trail.

The application proposes phased subdivision of the site (including 138 residential lots), construction of sidewalks, and removal of vegetation in areas that are not biologically significant.

Recommended real estate
The proposal also includes the transfer of the Biological Reserve to the Council for conservation purposes and the transfer of 8 sites to a registered housing agency for the development and management of affordable housing for low income citizens, which is in line with the Council's Affordable Housing Action Plan and the strategic directions of the Knox Town Planning Scheme.
