56/2023 states, "New applications for residence permits for investment activities will not be accepted." However, this does not affect the possibility of renewing residence permits for investment activities obtained under the previous legislation. The new law also applies to the issuance or renewal of residence permits for family resettlement,''provided for in Article 98 of Law No. 23/2007 of July 4.

The rapid introduction of the Mais Habitação law has sparked widespread protests and debate.

The package of housing measures proposed by the government and approved in parliament with only the votes of the Socialist Party (PS) came into force almost eight months after it was presented by the government on February 16. All opposition parties rejected the program, arguing their own reasons.

The left opposition demanded a maximum rent cap, lower mortgage payments, a halt to evictions, a crackdown on real estate and financial speculation, and a ban on the sale of housing to non-residents.

The right-wing opposition has accused the government of attacking private'

  • forcing empty houses to be rented for more than two years
  • impose a cap on the value of new leases for the existing market
  • The package also includes tax exemptions on the sale of homes to the government, an end to new golden visas, an increase in the Municipal Property Tax (IMI) dependency deduction for families, changes to the stand-alone rate on rental property income and tax relief for landlords who stop short-term rentals before the end of 2024.

The government's measures have also sparked protests on the streets, where tens of thousands of people marched on September 30, demanding a "home for life" and a "planet for housing".
