22 September 2023 Parliament, with the unanimity of the Party of Socialists (PS), again adopted without amendments the program "More Housing" after the veto of the President of the Republic. The document provides for changes in rents, guest accommodation, unused properties and taxes.

The adoption of the law was secured by an absolute majority of votes of the Socialist Party, despite protests from the opposition and several associations (business and civic) linked to the sector.

President Marcelo Rebelo de Souza expressed a negative opinion on the More Housing program and criticized the lack of party agreement, but Minister Marina Gonçalves confirmed that the program was balanced and the Party of Socialists said that''Lease Agreements

  • Provision of land or buildings to cooperatives for affordable rent
