The "More Housing" legislative package proposed by the government and approved by Parliament was published on Friday, October 6, in Diário da República and comes into force on Saturday, October 7.

The various legislative changes resulting from the proposed measures will come into force almost eight months after the government's submission of More Housing on February 16.

The program was rejected by the entire opposition (the only MPs from the PAN and Livre abstained), with different arguments. The left demanded maximum rents, lower mortgage payments, a halt to evictions, a crackdown on real estate and financial speculation, and a ban on the sale of housing to non-residents.'''More Housing's contested measures include suspending the registration of new housing services outside low-density neighborhoods, imposing an additional fee on this business, forcing empty homes to be rented for more than two years, and placing a cap on the value of new leases for existing market-rate housing.

The package also includes an exemption from taxation on profits from the sale of homes to the government, an end to the issuance of new 'golden visas', an increase in the dependent's property tax deduction (DED) for families, changes to the standalone rate on property income and tax relief for owners who withdraw their homes from housing services before the end of 2024.

Measures''governments are also sparking protests in the streets, where tens of thousands of people marched in a Sept. 30 rally demanding a "home for life" and a "planet to inhabit".
