'Public prosecutor's offices and public authorities apply consent to Hospital Portugal Ramalho.'

The Ministry of the Federal Prosecutor (MPF) and the Alagoas Public Prosecutor's Office (MP/AL), as well as the Brazilian Bar Association - Alagoas Branch (OAB/AL), have requested an immediate meeting with the State Government to discuss the importance of submitting a new bill necessary for the construction of the new Portugal Ramalho Hospital-School (HEPR).

These institutions believe that the inter-institutional discussion is necessary because the strengthening and development of the psychosocial service network in Alagoas has suffered due to the governor's veto of Bill No. 401/2023. The veto prevented the finalization of the individual agreement reached between Braskem and Uncisal (Alagoas State University of Health Sciences) through the House on''Prevention and Resolution of Administrative Conflicts at the Office of the State Attorney General - PGE, which has guaranteed the construction of a new psychiatric hospital for Alagoas State by Braskem.

According to the agreement, the new hospital will have 160 beds, including inpatient and emergency psychiatric beds.

The bill, proposed by the state and rejected by the governor himself, purported to authorize the state of Alagoas to sell state assets or the right to''The use of the land where Portugal Ramalho was located, according to a recently introduced bill within the Legislative Assembly.

Psychosocial Services

In a document sent to the governor requesting an immediate meeting, the institutions explain that five hospitals have been identified as directly affected by the sinking, of which three are with accredited coeds under the Public Health System, their negotiations are at different stages: Hospital-School Portugal Ramalho, Casa de Saúde e Clínica de Repouso Ulysses Pernambucano, Casa de Saúde Miguel Couto, Hospital Sanatório and Hospital Maceió (Hapvida/private network).

Casa de Saúde Ulysses Pernambucano and Casa de Saúde Miguel Couto, although private, had accredited mental health beds within the Sistema Public'. 'health care, with the former being relocated and the latter being closed, patients were sent to the Public Health System, putting pressure on the psychosocial service network (RAPS).

This is why the Portugal Ramalho Hospital, which is the only public psychiatric hospital in Alagoas and serves as the backbone for the provision of mental health services to the target population of the entire state of Alagoas, is of great importance.

Although "major facilities" are not included in the collective bargaining agreements the institutes have with Braskem, the sinking of the ground has affected important mental health facilities in the capital, prompting the institutes to monitor negotiations related to the Portugal Ramalho State Hospital.
