The Centro Alliance celebrates its two-year anniversary in November, created to encourage private participation in the revitalization of Centro Rio de Janeiro. The event will include the Centro Rio conference, which will be dedicated to public figures, builders, businessmen, managers of houses in the area and other social actors interested in the development of the center of South America's main city. The meeting will be held today, Wednesday, from 9:00 a.m. to 1:00 p.m. at the Rio de Janeiro Trade Association (ACRJ) building, located on Candelaria Street, on the 13th floor, in the heart of this place that has become a symbol of '\''Maua'\''House of Maua'\''. The conference will be attended by staff and representatives of Opportunity and Sergio Castro Imóveis, and with the support of Sinduscon.

In the first event, we addressed economic revitalization, and now we are expanding the discussion to the pressing issues related to strengthening and revitalizing the area,' said Marcelo Adad, CEO of the Alliance.

The meeting will discuss five main initiatives that aim to revitalize the region: Reviver Centro II, Reviver Cultural, Masterplan BNDES, focused on finding new uses for the 75 public facilities in the area, the "Area de Revitalização Econômicas (AREs)," a project led by the Centro Alliance, and the transformation''This legislation, passed last year, provides incentives for historic commerce in the area, making it virtually a free trade zone.

      The inspiration for the Centro Rio Alliance came from Canada's Business Improvement Discrict (BID) project to revitalize urban areas by creating partnerships between the public and private spheres. According to BIDs, owners and entrepreneurs take care of additional cleaning, safety and cleanliness improvements in public spaces, complementing the activities of public authorities. BIDs are also responsible for neighborhood advertising campaigns to attract the public and develop new businesses.

There are 76 BIDs in New York City (USA) alone. This initiative also exists in other countries such as Australia, Mexico, New Zealand, South Africa, Great Britain, Germany, Singapore, Netherlands, Spain, Portugal,''Belgium, Ireland. In total, more than 1,200 BIDs worldwide cover commercial districts.

In Brazil, federal deputy Pedro Paulo (PSD/RJ) has introduced Bill 250/2020 in the Chamber of Deputies, which would create a version of BIDs in Brazil through Areia de Revitalizacao Economica (ARE). If this initiative is passed, the private sector will be able to provide additional services borne by the State through Private Organizations of Revitalization of the Economy (OPREs). Such organizations would be established as non-profit private law organizations with a not for profit purpose and would be created specifically for the rehabilitation, development and maintenance of one particular ARE. Under the bill, AREs, similar to international BIDs, must be funded''through contributions based on the value of non-resident properties to calculate the estate tax (IPTU) limited to 5%.

Alliance Centro-Rio

The Centro Rio Alliance brings together more than 300,000 professionals and 60,000 companies that together generate approximately R$560 billion annually, representing 32% of the revenue of the capital city of Rio de Janeiro, according to the Rio-Negócios agency. This agency, responsible for the Alliance, has been operating in the city for 24 years, attracting investment and creating jobs for the city.

The project involves 28 participants, including real estate companies and important buildings in the Rio Center, such as Opportunity, São Carlos, Sérgio Castro Imóveis, Multicentros Floriano, GTIS Partners, Kinea, GIC, Autonomy Investimentos, Mark Building, Engepred, Construtora Internacional, Menezes''Côrtes, Previ, BR Properties, BSP Empreendimentos, Cury, Kinea, Centro Cândido Mendes, Innova, Shopping Paço do Ouvidor, Sloper Corporate, Sinduscon Rio, Sindicato das Empresas de Asseio e Conservação do Rio de Janeiro (Seac-RJ), Edifício Linneo de Paula Machado, Edifício Bolsa do Rio, Confeitaria Colombo e Tishman Speyer.

More than 60 buildings in the region are represented in the association, with a total area of 750,000 square meters and investments of more than R$7 billion. The monitoring of the service area by the Centro Alliance team has changed the face of Centro, inspectors hired by the organization inspect the area, record all types of problems, locate these problems, report each of them to the municipality and follow up on their resolution. Now, more than 79 percent of reported problems are resolved by the subdivision and other municipal agencies.
