Program: renting for sublease with320 affordable rental agreements

The government today presented the "Rental for Subletting" program, which offers affordable rental prices for properties from various public and private organizations, including through partnerships with real estate agencies. This program, conducted by the Institute of Housing Construction and Reconstruction (IHRU) in partnership with the state company ESTAMO, is designed for renting a set of properties and subsequently subletting them to families at affordable prices. Priority for the allocation of these housing units is given to single-income families, young people under 35, or anyone who has experienced a decrease in income of more than 20%.

Today, the first protocols were signed, which will allow for the conclusion and execution of 320 rental agreements for affordable housing available on the market for subletting at reasonable prices. The "Rental for Subletting" program is one of the initiatives included in the "More Housing" package aimed at increasing the number of residential units in the rental market with government guarantees, as IHRU makes monthly rent payments to property owners while also maintaining living conditions. These contracts provide for tax benefits (full exemption from personal income tax or corporate profit tax), provided that the rent does not exceed the overall price limits based on property type and depending on the municipality where the property is located.

The rental regime rules for subleasing are part of the "More Housing" package and are as follows:

  • How does this work?The government offers voluntary rental of vacant and ready-to-live-in houses to private individuals.
These houses are then subleased to families with a maximum burden of no more than 35%.
  • Who rents houses?The Institute of Housing Construction and Reconstruction (IHRU) rents the houses, guaranteeing timely payment of rent and the return of the houses in the same condition they were received. ESTAMO, a state real estate company, will partner with IHRU to identify properties on the market that meet the requirements, continuously collaborating with real estate agencies, government bodies, municipalities, and rural communities, as well as conducting technical inspections to determine living conditions.
  • How is the rental fee that IHRU has to pay determined?IHRU and the owner freely determine the rental price, up to 30% above the general rental limits, depending on the type and municipality of the property's location, as specified in Resolution No. 176/2019 of June 6.
  • What is the duration of the contract between the government and the owner?In general, these contracts have a duration of five years and, in any case, cannot be less than three years.
  • The government pays the rent to the owner. But how much do the tenants pay?Tenants pay an amount set by IHRU, which must correspond to a maximum burden of no more than 35% of the average monthly income of this residential complex.
  • How are these houses distributed?Through a draw conducted by IHRU.
  • Who has priority?Priority in the modes defined by IHRU is given to young people under 35 years old, mono-income families, and families with a decrease in income of more than 20% compared to the income of the previous three months or a similar period from the previous year.
  • Who can apply?
    • - Households whose annual gross income does not exceed the maximum level of the 6th tier for personal income tax;
    • - Households of two people whose annual gross income does not exceed the maximum level of the 6th tier of personal income tax, increased by 10,000.00 euros;
    • - Households of more than two people whose annual gross income does not exceed the maximum level of the 6th tier of personal income tax, increased by 10,000.00 euros, and by 5,000.00 euros for each additional person.
