Prosecutor's office seeks charges over barracks for former Civil Guard commander in Alicante

The Fiscal Prosecutor's Office of the Province of Madrid has asked the court that is hearing the barracks case to summon as a defendant Colonel Antonio García Lloreta of the Civil Guard, who was formerly commander of the Personnel and Support Headquarters of the Alicante Command.

According to the procedural summary, examinations were conducted which confirmed that the high-ranking officer had signed off on work that was either not completed or not in line with the budget.

In a written request sent on September 20 to Madrid's Investigative Court 3, to which EL PERIÓDICO DE ESPAÑA (Spain's daily newspaper) had exclusive access, the Fiscal Prosecutor's Office asks that García Lloret appear as a defendant after he gave various jobs to Angrasurcor, one of the companies owned by entrepreneur Ángel Ramón Tejera de León, known as "Mon", in 2016.

Recently, the judge has already included him among the "accused", as well as Lieutenant General Pedro Vázquez Jarava; the mentioned Tejera de León; Civil Guard Colonel Carlos Alonso, who was a commander in Ávila; and a self-employed businessman living in Alicante.

Tejera de Leon is the Canarian builder around whom the barracks case revolves. The prosecution alleges that his association with Lieutenant General Pedro Vazquez Jarava, who at the time was one of the four most powerful men in the Guardia Civil, allowed him to obtain nearly three million euros to carry out maintenance work on 13 commands across Spain, including Avila, where the case began, and Alicante, the latest to join them.

According to the account of the Fiscal Prosecutor's Office, the Command of Alicante in 2016 awarded Angrasurcor work worth 58,062 euros for the Dolores Barracks and another worth 39,576 euros for minor repairs to the barracks of Castalla, Consentaina, Javarilla Bañeres de Marjolsa, San Miguel de Salinas, Muro de Alcoy, Benidorm and the Command of Alicante.

Garcia Lloret, commander and in charge at the time of the Staff of Personnel and Support, confirmed on October 20, 2016, that the works referred to by the highest invoice issued by Angrasurcor had been carried out and accepted according to, knowing that works worth about 21,000 euros had been carried out, and "in any case, the cortical coating indicated in the budget was not carried out," according to a written request from the Public Prosecutor's Office.

Also, according to the Prosecutor's Office, the former commander of Alicante confirmed on December 13, 2016, the completion of the works and the acceptance of small works in the barracks, knowing that many repairs had not been carried out and in others they were carried out for an amount of 10,523 euros instead of the planned 39,576.

The report of September 20, signed by prosecutor Elisa Lamelas Olivan, specifies the possible crimes that can be attributed to them. In particular, the continuous embezzlement of public funds in competition with forgery in a commercial document and bribery, but also, on an additional issue, the possibilities of bringing criminal proceedings against those accused of influence peddling.

Based on the actions carried out so far, the responsible officer of the Fiscal Office concludes that in the works carried out in the barracks under investigation, "there are articles that were not fully implemented, others in which the figures were overstated regarding square meters, painted areas or the cost per hour, which was disproportionate."

Regarding the expenditure documents that were formalized as "small contracts and advances for the permanent fund" that were awarded to firms linked to entrepreneur Angel Ramon Tejera, 'Mon', the prosecutor's office report concludes that it can be concluded that invoices were issued for works or units of work that were not performed or were partially performed, "and despite this, these invoices were confirmed by those responsible for the various territorial units, causing corresponding economic damage to the public treasury."

Between 2014 and 2019, companies linked to 'Mon' received 2.9 million euros of public contracts.

The Prosecutor's Office specifically points to the companies Angrasorcur S.L., Solocorcho S.L., Canarycork S.L., Impermercork S.L. and two other organizations for which private individuals collaborating with him in his work are responsible.

The prosecutor is surprised by the fact that there was no prior market study to award all these works, "while the same organizations were consulted and appointed". This is what happened, at least according to the evidence, in the small contracts for works in the barracks in Navarrendonda de Gredos (Ávila), in the barracks of Pliego (Murcia), Fuente de Cantos (Badajoz) and in the expenditure documents in Santa Cruz de Tenerife.
