Spain has frozen 12 funds and bank accounts of oligarchs from Russia, as well as seized three luxury yachts and 23 properties belonging to five businessmen close to the Kremlin, in its attempt to limit the economic organization supporting Vladimir Putin's government. This was stated by the director of the government's cabinet, Oscar Lopez, on Monday in parliament, where he presented the new National Security Strategy.

So far, the European Union has focused on five oligarchs from Russia closely linked to Putin: Dmitry Pumpyansky, a steel industrialist and owner and president of OAO TMK; Andrey Melichenko, owner of EuroChem, the world's largest producer of mineral fertilizers; Eduard Oseyevsky, president of the largest Russian digital services provider; Semyon Vinkurov, the son-in-law of the all-powerful Foreign Minister Sergey Lavrov; and Igor Poluboyarinov, the advisory director of the official Russian airline "Aeroflot."

The interconnection of the situation:

Lopez emphasized that in light of the "strong interconnection" of the international situation, the impact of Russian aggression affects a wide range of areas such as military issues, the economy, energy security, cybersecurity, and migration policy. He also noted that the challenges in the field of cybersecurity have "multiplied" in recent years. In 2021, the total number of cyber incidents decreased (13,000 in 2020 compared to 10,831 in 2021), however, the number of incidents considered critical has significantly increased. The most affected sectors were the administration, financial and tax sectors, as well as transportation.

Measures regarding the war in Ukraine:

In addition, Lopez noted the measures taken by Spain in connection with the war in Ukraine, emphasizing that there are already 130,000 Ukrainians in Spain, and more than 15,400 Ukrainian children are receiving education in Spain.

In the coming days, the government plans to adopt a package of measures to expedite the confiscation of Russian oligarchs' assets in Spain, which will include the possibility of blocking property based on reliable information, rather than solely on actual ownership. The new measures will complement the decree already adopted in March of last year. Under these new measures, registrars will be able to block the assets of oligarchs included in the European Union's list based on information about the actual ownership of the property. This information can be provided by law enforcement agencies and must be recognized as reliable by the registrars who will carry out the confiscation of assets. To develop these measures, the government also utilized recommendations from the Central Authority for the Prevention of Money Laundering (OPC), an entity established by the General Council of Notariats in 2005.
