Kirby emphasized that President Biden remains fully committed to the idea of establishing a Palestinian state, but believes that UN resolutions cannot ensure its establishment.“We continue to believe in the strength and potential of a two-state solution, which implies the establishment of an independent state for the Palestinian people.”“He noted that, in his opinion, the most effective way to achieve this goal is through direct negotiations between the parties to the conflict, rather than voting in the UN on such resolutions.”
