Tim temporarily insured over 600 buildings in Pineiros: market, old buildings and other facilities; check out
One important decision was the temporary preservation of more than 600 mansions, religious temples, houses, small buildings and other structures in the Pinheiros neighborhood in the west of São Paulo. The temporary protection includes buildings from different periods of the 20th century, such as Pinheiros Market, the headquarters of the Goethe Institute, the spiritual temple of Umbanda San Benedito, the Calvaria Church, villages, houses, streets, staircases, small buildings and even a building designed by the famous architect Vilanova Artigas.
The estimate of the total number of buildings was made by the Estadão newspaper, based on addresses published after the decision to carry out a protection study made two weeks ago by the Municipal Council for the Preservation of São Paulo's Historical, Cultural and Natural Heritage (Conpresp). The protection will be in force until the final decision, following an in-depth specialized survey.
The protection affects especially buildings in the Verticalization Area, which are close to metro stations (e.g. Fradique Coutinho and Sumaré, respectively on lines 4-yellow and 2-green) and are the places where most of the recent real estate in the city is concentrated. There are also buildings in the Mixed Zone and the Centrality Zone (local "centers" and "neighborhood centers"). Some of the owners (e.g., from the commercial real estate sector) are preparing to challenge the decision, including involving law firms.
The protection of the temporary settlement of Vila Cerqueira Cesar was triggered by four applications from residents and neighborhood associations in the last two years. These processes concerned some points in Pineiros, such as the Ballerinas Staircase and the so-called Villas do Sol, and were merged into one, expanding the area for other sites.
The valuation of over 600 buildings counts each villa house separately, for example, while a building with several apartments is counted as one property. The recalculation made in the protection process is different, so it officially covers 15 "development sites" (areas with several houses, buildings, etc.) and 52 separate properties.
The inquiries were prompted in part by the "boom" of high-rise buildings in the area. As shown by Estadão, the vicinity of Sumaré station, on the second green line, is the third verticalization zone with the highest number of apartments presented in the city in recent years. These zones have municipal incentives for apartment construction and focus on most of the recent construction.
Aside from famous architects or nearly a century of history, not all buildings are eligible for preservation. While these factors are not essential to preservation, they are commonly discussed in public debate and sometimes criticized by disgruntled owners because of possible mandatory preservation.
Most temporary protected buildings in Pineyrouse require the preservation of exterior features, including all facades, roofs and the like. There is also a requirement for some "surrounding areas", with height restrictions on neighboring buildings to prevent concealment of preserved features.
