Based on this initial analysis, government leaders should recognize the value of creating suitable zones with low conflict and high energy efficiency for the accelerated development of renewable energy sources (Accelerated Renewable Energy Zones).
As a first step, governments should integrate spatial planning and renewable energy into their local development strategies and national energy and climate plans (NECPs). Croatia, Slovenia, and North Macedonia have already chosen this path, requiring the development of guidelines and criteria for integrating the spatial component into renewable energy development planning. These countries are already assessing suitable locations for renewable energy at the national level, and other countries should follow their example, balancing energy needs with other elements of public interest, such as nature conservation and food security.
The secretariat should help coordinate the identification of renewable energy acceleration zones in the Contracting Parties, anticipating the need that will arise from the transposition of the EU Renewable Energy Directive.
The acceleration zones for renewable energy sources should become part of the strategies of the Parties to the Agreement to overcome delays in obtaining permits.
These institutions should provide technical assistance to countries aspiring to join the European Union in identifying Renewable Energy Acceleration Zones and ensure funding for projects developed in these Zones.
This approach allows for significant initial investments, which is critical for the rapid creation and scaling of energy infrastructure. Developers should use maps and methodologies to identify areas with low conflicts and high solar energy potential to avoid project delays and ensure an environmentally and socially friendly approach. Developers should engage with local communities and NGOs from the very beginning, offering them an open dialogue and concrete opportunities for collaboration. Successful stories from other regions show that local communities are willing to cooperate and find mutually beneficial solutions when given the opportunity to participate in project management committees or have direct involvement in projects.
