The Minister of Housing and Urban Affairs, Isabel Rodriguez, called on owners of small rental properties to stand up for solutions to the housing crisis.“I am reaching out to rental property owners, you need help.”Most apartments, specifically 95%, are owned by private individuals. We, for our part, will focus on creating legal guarantees and confidence so that these private owners can rent out their apartments at affordable prices, ensuring that rent does not exceed 30% of household income or salaries," Rodriguez noted at a press conference following a meeting with representatives from the construction sector.

The minister emphasized the measures that the government has already taken to address housing issues. One of the recent initiatives was the approval at the Cabinet meeting of amendments to the Land Ownership Law.“We strive to eliminate bureaucratic obstacles that may hinder housing construction,”— she added.

Rodriguez also expressed support for the latest lines of funding provided by the Official Credit Institute (ICO), which will allocate up to 6.5 billion euros. These funds will be directed both to assist young people and families in purchasing housing and to support developers working on affordable rental projects.

This morning, the Prime Minister, Pedro Sánchez, along with the Minister of Housing, Isabel Rodríguez, and the Minister of Economy, Trade, and Business, Carlos Cuervo, held a meeting with representatives from the construction and real estate sectors. Participants from the following organizations attended the meeting:

However, representatives of tenant unions and specialized agencies for selling and renting apartments did not attend, as they were not invited.

Isabel Rodriguez also reported that the Ministry of Economy, under the leadership of Carlos Cuervo, is already starting to work on changing the rules set out in the ECO 805/2003 regulation regarding property valuation.This regulation has led to delays and increased costs in the process of starting the construction of new residential complexes.The problem was related to the fact that some appraisers set the condition that the project should have not a final construction license, but only a basic or preliminary one. With such a condition, banks refuse to provide loans to developers, which effectively paralyzes construction projects until final approval for the work is obtained. Only after that do banks start providing financing.

The minister confirmed that the consultation process for this reform is starting right now.“Our goal is to update this practice by following the recommendations of the conducted research, with the intention of simplifying urban construction management and implementing new construction technologies, including industrialization, as well as incorporating sustainable development strategies into the construction sector,” she explained. “All proposals will be considered, and the Ministry of Economy will share them with other agencies. We will prepare a new ministerial decree that will meet modern requirements.”
