You can sign up for the OOPA program at any time, and the best way to apply is online:Select "Property Search" under "Real Estate" on the Philadelphia Tax Center home page. Enter your address and click "Search." Your property's OPA number will appear as a blue hyperlink on the right side of the screen. Select it to access your property account. Select the "Apply for Property Tax Assistance Programs" link to go to the next page. On this page, select 'Submit Owner-Resident Payment Agreement' and follow the instructions to submit your application. How to make payment:

If you are ready to pay, go to the Philadelphia Tax Center website and select "Pay" under "Payments" on the home page of the website. Remember, payment by electronic check is always free. You can also call (877) 309-3710 to pay your bill over the phone or mail a check with the enclosed receipt for payment.
