ISKAN for real estate in Turkey. What is it?
An Iskan is a certificate of occupancy, or more precisely, a document that confirms that a property (or part of it, such as an apartment) is ready to be used as a living space. Iskan is no less important than the TAPU (read more) This document shall be executed by the developer at his own expense within the terms 1) specified in the building permit 2) in the technical passport of the building (Yapı Ruhasatı).
There are two types of Iskan - Ferdi Iskan - a certificate of commissioning of the apartment (in fact, technical passport of the apartment) and Genel Iskan - a certificate of commissioning of the building. When you buy a secondary residence, you will usually receive a skan for the apartment from the previous owner. It is obtained from the local municipality where your property is located. Before obtaining a skan, it is mandatory to pay all tax debts on the property, pay the state duty at the Tax Inspectorate (Vergi Dairesi), get a signature from the developer and the inspection company. The fee for the issuance of a skan depends on the object itself - it can range from 100 liras to quite impressive sums for expensive properties.

The claim specifies full technical information about the property -the total size and dimension of the living space, the number of floors in the building, the number andcharacteristics of individual facilities such as apartments, stores, swimming pools,hammams, etc.
