It is obtained from the local municipality where your property is located. Before obtaining a skan, it is mandatory to pay all tax debts on the property, pay the state duty at the Tax Inspectorate (Vergi Dairesi), get a signature from the developer and the inspection company. The fee for the issuance of a skan depends on the object itself - it can range from 100 liras to quite impressive sums for expensive properties.
