The text you are reading was first published on January 22. Since then, certain events in the tourism sector have begun to unfold. In the second half of February, Dimitris Dimitriou, representing the Ministry of Tourism of Cyprus in Russia, reportedly confirmed that visa processing for tourists would resume on March 1. However, on February 19, a new message emerged that changed this statement. As of early January, Russians can only travel freely to one European country — Greece. However, the number of tourists allowed into this country is limited to 500 people per week, and upon arrival, they are required to adhere to quarantine measures. Yet, even this opportunity for travel generates a certain level of interest.
Official announcements
On December 3, 2020, the Minister of Transport of Cyprus, Yiannis Karousos, announced that foreign tourists would be allowed to enter the island starting March 1, 2021. Similar information was provided by the Minister of Foreign Affairs of Cyprus, Nikos Christodoulides, and the Minister of Tourism, Savvas Perdios, on January 15, along with Karousos. Information outlining the main principles for the admission of foreign citizens was published on the official website of the tourism ministry.

Updates in Cyprus
As of February 1, the rules in Cyprus have been updated, and countries have been reclassified into groups. The changes mainly concern minor aspects: the most privileged group, designated as green, continues to include European Union states. Russia, Ukraine, and Belarus remain in the gray group at least until April 1. Under the current conditions, residents of gray category countries are still unable to access the island. In February and March, only citizens or residents, as well as professionals with work permits, will be allowed to stay in Cyprus.
New rules for travelers in Cyprus
In recent months, Cyprus has introduced a number of new regulations for tourists wishing to visit this picturesque island. These changes also pertain to visiting close relatives and special circumstances. Before embarking on their journey, travelers are required to register on the website of the Ministry of Transport of Cyprus. The process includes obtaining a special code that will allow entry. The main requirement for crossing the border is to be classified asred group.
To be able to enter Cyprus, you need to take two tests. The first PCR test must be conducted no later than 72 hours before departure, and the second test, of the rapid type, needs to be taken upon arrival on the island. If both tests return negative results, quarantine for 14 dayswill not be necessary.
Transportation to Cyprus
Nevertheless, questions regarding the possibility of transportation to Cyprus remain open. Currently, the only airline from Russia is considered to be the company.“Aeroflot”which operates direct flights on the Moscow – Larnaca route. These flights are scheduled once a week on Sundays, starting from November 22, 2020.
In anticipation of the New Year holidays"Ural AirlinesIt has been announced that sales for charter flights on the same route will begin, scheduled from February 20 to March 27, 2021. After that, starting March 28, these flights will operate daily. However, under the conditions of long-term restrictions, the prospects for changes in the flight schedule remain uncertain.
The state of air transportation
- Current air transport volumes have significantly decreased compared to the pre-crisis times.
- According to the Association of Tour Operators of Russia (ATOR), in 2019, Cyprus received flights fromseven different airlinesthat covered 14 cities.
- In particular, up to ten flights were departing from the capital of the country each day.
The opening of borders is now anticipated by both local residents and foreign tourists. Tourism is a significant part of Cyprus's economy: in 2018, its share of the gross domestic product reached 13%, and its indirect impact on the economy was over 20%.
However, the year 2020 became a real challenge — according to statistics, the number of foreign tourists in Cyprus decreased by almost84%compared to the same period last year, totaling only 622 thousand people. At the same time, income from tourism activities in the first nine months of 2020 decreased by almost75%.
Lockdown and restrictions
Currently, a strict lockdown is ongoing in Cyprus. The introduction of a curfew complicates the situation further: going outside is only allowed with prior notification via SMS. Food establishments, including cafes and restaurants, are closed to customers, offering only takeout options. Entertainment venues also remain inaccessible to visitors.
The real estate market in Cyprus
In the Cyprusreal estate market, where about a third of the properties are owned by foreigners, the impact of the pandemic is felt not only in terms of travel restrictions.
The economy of Cyprus needs reliable support to overcome the current difficulties and restore the growth rates that existed before the crisis.
Decline in interest in real estate in Cyprus
During the study of the Cypriot real estate market, a noticeable decrease in interest from citizens of non-European Union countries was identified. In the first eleven months of 2020, sales volumes among this group of buyers decreased by a full 38%. In November, the situation worsened even further, with a decline of 46%. The reason for this was the termination of the program that provided the opportunity to obtain citizenship, which led to a significant drop in demand for housing.
Changes in consumer behavior
At the same time, purchases by European citizens, for whom obtaining a second passport and permanent residency are not as important, decreased by 25%. Undoubtedly, travel restrictions to Cyprus have affected the number of real estate transactions, although interest in local properties remained at a fairly high level in 2020.
According to statistical data, Cyprus has lost its position, dropping from tenth to twelfth place among the most favored destinations for Russian-speaking buyers, losing two spots in the ranking over the year. However, the situation could change at any moment, especially if a new citizenship acquisition program is launched.
Opportunities for obtaining permanent residency
Currently, some clients interested in life in Cyprus are starting to consider options for obtaining permanent residency status. According to existing laws, it is possible to acquire citizenship through naturalization after five years of living on the island as a permanent resident, provided that these five years are accumulated over a period of eight years.
Immigration programs
There are a number of immigration programs that can attract high-income clients. For example:
- Obtaining a permanent residence permitIt can cost from 9,500 euros for one year.
- Alternative option:Obtaining permanent resident status through investments in local real estate with a minimum investment amount of 300,000 euros within a period of two months.
These conditions may lead to a new surge in demand for real estate, as emphasized by Yulia Titova, director of Rentsale. She also notes that with the reopening of air travel, those most interested in obtaining permanent residency will be those seeking convenient conditions for achieving that status.
Investments and the interest of affluent clients
Moreover, many affluent clients who already hold Cypriot citizenship have the opportunity to come to the island and are actively interested in investment opportunities in local projects. This may seem surprising, considering that real estate in Cyprus has traditionally not been viewed as a reliable way to generate income or preserve capital. However, the financial risks arising from the pandemic, along with the desire to change their lives, may lead to shifts in this perception.
A new approach to investments
However, it is worth noting that this is not about the desire to earn income from rental properties. Wealthy foreigners who already live in Cyprus are usually more interested in something other than new housing:
- secondary housing
- objects requiring reconstruction;
- projects at the zero cycle stage, when construction is carried out according to individual requirements.
This new approach to real estate investment has the potential to significantly change the market in the coming years.
As of today, there are many options for purchasing real estate at lower prices than in the spring-summer period of last year, before the introduction of the second lockdown and the completion of the passport issuance program. Yulia Titova emphasizes this trend while commenting on the current state of the residential real estate market.
Official information on housing prices in the country for the entire year of 2020 has not yet been released; however, data from the first half of the year showed stability. At the same time, statistics for the third quarter of that period recorded a decrease in the index of 4.8%, which translated to a year-on-year decline of 1.3%.

Conclusion
The conclusion I would like to draw in this article concerns not only the current situation regarding entry for Russian tourists to Cyprus but also the broader picture that is emerging around the global tourism industry. The situation is changing every day, and signs of hope for recovery are indeed appearing on the horizon.
As can be seen from the course of the discussion, Cyprus is actively working on restoring the flow of tourists. The restoration of the visa regime and the possibility of opening borders may signal a return to normal life, albeit with a number of restrictions. I would like to emphasize the importance of this moment: despite the fact that the process is slow and requires patience, the hope for a return to previous levels of tourist flow remains strong.
Cyprus as a tourist destination
Cyprus is not just an island in the Mediterranean Sea; it is a place that has become a symbol of relaxation and comfort for many people. The fusion of cultures, warm sea, and magnificent natureThey attract tourists, and I believe that these values will eventually return to the market.
Economic consequences
The problems faced by the tourism industry threaten not only the economy of Cyprus but also the well-being of the people who depend on it. The decrease in incoming tourists and the sharp drop in income are a serious burden for the country's economy, and its effects may be felt for a long time. After all, according to the data presented earlier:
- The number of foreign guests in Cyprus in 2020 reached a record low.
- Tourism revenues fell by almost 75% in the first 9 months of 2020.
Optimism and opportunities
Nevertheless, I am convinced that the joint efforts of the government, travel companies, and the tourists themselves will help overcome the current challenges. The pandemic has been a real test for the whole world, but such a test can also become an opportunity. We will be able to reassess the importance of travel, leisure, and interaction with new cultures.
Conclusions
The opening of borders and the restoration of air travel will undoubtedly be important steps towards restoring Cyprus's status as one of the best tourist destinations in Europe.
In conclusion, let this time of restrictions and uncertainty be a lesson for us, and may we soon be able to once again enjoy the beauty and charm of Cyprus, as well as other corners of the world.Every journey is not just a movement through space. It's an opportunity to enrich ourselves with new experiences and knowledge. And I hope that soon we will have the chance to return to this wonderful experience.
