'Montenegro is ready to join the European Union'

'song and the Eternal City of Rome; Greek philosophy and the cradle of democracy; Spanish flamenco and the hypnotic sound of the guitar - all gathered in a beautiful constellation of 12 blue flag stars.

Two decades later, one of those students became the Foreign Minister of Montenegro. Looking back on a bygone time, I can't help but wonder if both Montenegro and the EU could have done better. Are we in the place we wanted to get to?

Montenegro beckons

In the years since Thessaloniki, Montenegro has accomplished a lot. It has expanded its economy and become a member of the WTO. It has no open problems with neighboring countries. It joined NATO in 2017 and has moved further than any other country in the region in the process of joining the EU. It is also a''the only candidate country that shows 100% alignment with EU foreign policy.

Looking at these results, some may wonder why Montenegro is still not part of the European Union. Well, things are never that simple.

In contrast to the undeniable success of its foreign policy, the murky labyrinths of domestic politics are still blocking the country's path to EU accession. Since negotiations with Brussels began, the ruling party has acted as if it is the sole owner of the process. But to succeed, the path must involve the entire public and all political orientations. Montenegro joins the EU as a community, not as a majority in power. Every success in this endeavor belongs to everyone''politicians, NGOs and other actors. The same applies to failures. Of course, the primary responsibility lies with the government creating the framework for accession, but the sustainability of the process can only be achieved with maximum involvement.

There is a persistent lack of political will to confront society's worst infection - corruption and organized crime. For too long, politicians have turned a blind eye to these shortcomings that hinder Montenegro's European path and postponed attempts to eradicate them for better times.
