The Italian real estate market is outdated and very energy intensive. Some 35 million buildings, of which 70% are over 40 years old, 80% dating back to before 1990, are responsible for 45% of national energy consumption (almost 30% is attributable to residential construction, of which 79% is thermal consumption and 21% electrical consumption) and a significant part of CO2 emissions.

EU Directive on Green Building

The situation is well known to the EU, partly because the recently adopted Directive on Green Building, or more accurately, the Directive on the Energy Efficiency of Buildings, passed by the European Parliament, aims to reduce greenhouse gas emissions and energy consumption in the construction sector by 2030. However, the main goal is to achieve climate neutrality by 2050. These objectives will also be met by modernizing the largest number of buildings with the worst energy performance and providing more detailed information on energy efficiency.

Researchers claim that the EU directive represents an opportunity for the country, as stated in the REbuild Foundation prepared by the Department of Design Culture at the IUAV University in Venice under the guidance of Professor Ezio Micelli, although they emphasize the significant differences between large and medium-sized cities.
