"In these conditions, it is unacceptable that cities continue to refuse to comply with the law that makes it compulsory to build between 20% and 25% of social housing," explains the mayor of Monroue, Patrice Bessac. In Monroue, 39% of housing is social housing. Since 2014, social housing has even accounted for 42% of new construction projects. From 2020 to 2023, 1,252 new social housing units have been built! "In Monroy, we continue to work on the issue of social housing despite the huge needs. At a time when 20% of students live below the poverty line and for many, rent in the private sector accounts for up to 60% of their monthly expenses, building social housing, including for them and for those who cannot afford the private market, is a necessity. Everyone must take part in this social effort. First and foremost the state, and then the mayors. "We are proud that in Monroy, 42% of all housing built is social housing. This result is the fruit of political choices and a constant struggle against real estate market trends," adds Patrice Bessac, Mayor of Monroue.

Fighting the housing crisis also means fighting unworthy housing conditions. In addition to building new social housing, the City of Monroue is actively and financially involved in the inter-municipal program to fight against unworthy housing, which carries out many projects to improve housing conditions in the private sector within the Est Ensemble public institution. Within the National Program for the Renovation of old dilapidated neighborhoods (PNRQAD) of Monroux-Bagnolet in the ZAS Fraternite area, in the west of Bas-Monroue, programmatic housing renewal - urban renovation (OPAH-RU) has been underway since 2014. In this context, this program implements a deep renovation of all declared uninhabitable buildings. Each identified address is subject to public acquisition, possible residents are relocated and given the right of return (which the City is very attentive to) after the demolition-construction project or complete renovation of the building is realized, which allows for the co-creation of new social housing units with ANAH financial assistance. From 2014 to 2020, works amounting to 6.8 million euros were carried out on thermal renovation, plastering, roofing, electricity, networks, lead risk remediation, structures.... Voluntary opening of temporary accommodation facilities

For several years, Monroue, together with the Regional and Interdepartmental Directorate of Residence and Housing (DRIHL 93), has been voluntarily opening a municipal gymnasium in December to strengthen reception and sheltering opportunities for people on the street and homeless.
