Buying and selling of real estate is suspended in 7 districts due to objective reasons.
Thousands of transactions are at risk because of a non-functioning cadastre system required by law and conceived to come into effect in November, but still not working. In seven districts in the country, Loulé, Oliveira do Hospital, Paredes, Penafil, São Brás de Alportel, Seija and Tavira, real estate sales and purchases, as well as donations, mortgages or property division, are being delayed. Notaries warn that thousands of transactions are at risk and the government says it is monitoring the situation.
According to Jornal de Negócios, the dysfunctional platform prevents a number of legal requirements from being met, making it impossible to register the registration necessary for the legal validity of the transaction. Having noticed the problem, the Chamber of Notaries has already asked the government to address it, including suspending the new regulations until the technical issues are resolved, but so far there has been no response.
The official spokesperson of the Ministry of Territorial Solidarity assures that every effort is being made to overcome the problem as soon as possible, and that this is retroactive to avoid damage to those affected.
There is no information from the government as to when the problem will be resolved or when the new rules will be suspended until the technical issue is resolved.
At issue, according to the newspaper, is the new legal regime for the land registry, which established the National Cadastral Information System (SNIC) and the cadastral map, and provides for the creation of a computer platform to support the SNIC.
