However, as reported by the newspaper "Repubblica," the situation is starting to improve for football clubs that own the rights to well-known players.
According to the publication, over the past few days, tax consultants for clubs and economic experts from Serie A have been actively working to understand the nuances and interpretations of the new regulations.

There is also a question about new players coming from abroad in 2024, following the changes to the Decree: according to the newspaper, there are three key aspects that require interpretation:
- The first aspectRegarding culture: tax benefits will only apply to those who have at least a bachelor's degree.
- The second aspectIt is related to income and a set limit of 600,000 euros: it is provided that a "reduction of the taxable base by up to 60% is possible if the employee moves to Italy with a child or if they have a child." This interpretation may help to bypass the financial limit.
- The third important aspectIt concerns real estate: there are benefits for those who purchase "real estate in Italy used as a primary residence by December 31, 2023," for an additional three tax periods.
