In Belgium, a problem has been discovered in the energy performance certification system for buildings, and it varies from region to region. This has serious implications for owners or potential buyers.

But the main problem is that the classification is set by theorists who do not take into account the rental housing market. Moreover, most owners cannot afford to undertake such costly repairs. Meanwhile, without an energy performance certificate, owners can be fined €1,000. This also poses a challenge to meeting the 2050 energy efficiency targets.

In addition, the different criteria by which building energy performance (PEB) is determined are confusing. For example, it is unfair that electrically heated buildings receive the lowest PEB rating.

This contradicts the authorities' desire to switch to electric vehicles. France, for example, has already reached this conclusion and has retreated from such practices. There is also a restriction on rental properties with "bad" PEBs, which could result in hundreds of thousands of residential properties being excluded from the market. This is a measure that is far from solving the housing crisis.

The criteria that determine the energy efficiency of buildings should be revised and harmonized across regions. There should also be exceptions, especially for apartment buildings where decisions are made collectively. Overall, harmonization of the PEB certification system among regions and revision of criteria are urgent measures for economic efficiency and to address the housing crisis.
