It is astonishing that despite so much water, it does not disappear without a trace — this unique situation has been developing for many centuries. Such a volume of liquid raises the question of whether it could be completely evaporated without significantly raising sea levels.
Change in Water Level
The question regarding the water level in the Caspian Sea adds another dimension to its mysteries that astonish scientists and researchers. Over a certain period, the water level can vary significantly. A striking example of this was the sharp rise in water levels in the 1970s, when the sea rose by almost 5 meters, despite the fact that the Volga River was experiencing a crisis — a decrease in volume. These reflections on the unusual characteristics of the Caspian Sea are related to the Sea Breeze cottage complex, which is currently being discussed.
Beach and Architecture of the Complex
As I enter the beach, my eye is drawn to a pole with a basketball backboard set up in the water five meters from the shore. It makes me think that relatively recently the water level was much higher and was almost right up to this pole, about half a basketball field away. I look around and notice the gorgeous cottages located on the front line of Sea Breeze. However, with the Caspian experiencing such changes in level periodically, it begs the question - who can give assurance that the pattern will not change in the future?
Building Safety
Of course, these structures are built on an artificial five-meter embankment, and only in the case of a global flood could they end up underwater. But let's think: what if the water level rises close to the fence, and some local environmentalist advocates for their interests, claiming that the structures are only 50 meters from the current shoreline?
A trip to Nardaran
Although the assumptions may seem absurd, you can actually try to find out the truth by driving just a couple of kilometers to the ancient dacha settlement of Nardaran. This place can be compared to Peredelkino near Moscow - in Soviet times, plots were allocated here for prominent representatives of science and art.

This structure will allow the sea to retreat by at least a distance equal to the width of a basketball court. Interestingly, due to fluctuations in the level of the Caspian Sea, the first line in this area remains free from development.
Lack of premium
It should be noted that there are currently no premium-class cottage settlements on the shores of the Caspian Sea in Azerbaijan. In the vicinity of the capital, Baku, such options are beginning to emerge, but on the beaches, you can only find budget offerings or elite individual construction. In turn, Sea Breeze is becoming the first organized cottage settlement of European standard in this region.
Design and comfort
The design of the development is done in colors reminiscent of sandstone, which is quite understandable when it comes to the European level of comfort. How is this represented in traditional cottage settlements in Azerbaijan? Usually, there are narrow streets lined with two-meter-high stone fences, behind which it is almost impossible to see the houses themselves. These structures resemble fortress walls, sometimes adorned with ornaments or green plants.
Moreover, such fences are not erected for security reasons, but out of tradition: family life should take place away from prying eyes.
European interpretation
In Emin Agalarov's Sea Breeze residence project, this tradition has been reinterpreted, giving it a more European form. Upon entering the village, a magnificent view of the plots surrounded by wrought-iron fences unfolds. The facades of the homes welcome an atmosphere of openness:

- Even through the garage windows, you can see what cars are inside.
However, the relaxation area with a pool, which is an integral part of every home, is hidden from prying eyes.
Development status
It should be noted that there are currently no cars in the garages of the village, and the owners have not yet settled here. The first phase of construction includes twelve houses, each ranging from 300 to 1000 square meters. These buildings are already completed, including landscaping, but sales have just begun, and in several houses that have found their owners, interior finishing work is currently underway.
Marketing strategy
The marketing strategy here is similar to the methods used in the Moscow suburb of "Agalarov Estate": construction is not tailored to a specific client purchasing a plot, but rather a ready-made product is offered, fully prepared for finishing. However, if you purchase a plot where construction has not yet begun — and the project plans to build a total of 70 residences — you will have the opportunity to make changes to the project, adapting the layout of the house to your preferences.
General description of changes in architecture
The changes made to the project will not affect the aesthetic component of the buildings and their architectural features. However, the developers of this settlement have chosen to follow local traditions: the houses located on the first line are equipped with opaque concrete fences. This solution provides residents with the opportunity to observe their neighbors, but at the same time the courtyards remain protected from the eyes of coastal vacationers.
On one hand, this is undoubtedly a positive aspect, as such barriers provide protection from sea breezes. On the other hand, it creates a bit of a challenge: when you're in your poolside yard or cooking on the grill, you won't be able to enjoy the sea views.
In addition, it is worth noting another point: in some cases, the distance between the houses and the property line appears excessive. As a result, the front area, which would logically be used for decorative purposes, ends up being too large, while the back area, intended for practical functions, becomes insufficiently spacious. This observation only applies to those houses with a plot area of at least 20 acres.
Projects and architectural solutions
The design solutions developed by Emin Agalrov were adapted from Miami and enhanced in collaboration with architects. As a result, buildings were created that incorporate elements of colonial architecture.
In such homes are present:
- neat decorative columns,
- a multitude of balconies,
- terraces with magnificent views of the sea.
The main building materialshell limestone, which is popular in Azerbaijan due to its ease of processing, durability, and attractive gray-sandy color.
Advantages of the village
The obvious advantages of this settlement lie not only in its harmonious architectural design but also in its quality engineering infrastructure, centralized services, and developed social infrastructure, all of which can be found in the Sea Breeze community. Here, all these aspects are taken into account.
To ensure uninterrupted power supply, the creation of its own transformer substation is envisaged. Water supply is provided by artesian wells drilled to a depth of 20-30 meters.
At the tops of all the hills, there are reservoirs with a capacity of up to 60 tons, and each villa has an additional 5-ton tank. Despite the fact that the mountain water has unique taste qualities and beneficial properties, it will undergo a stage of centralized filtration in the village.
Social infrastructure
As for the social infrastructure, it will consist of various facilities:
- spa hotel,
- restaurant with a terrace,
- sports club,
- tennis court,
- football field,
- children's playground,
- medical assistance services,
- Search and Rescue.
Currently, the sports club building, which includes a restaurant and a swimming pool, has already been constructed and is in the final stages of finishing. This will allow both local residents and guests of the village to enjoy all the necessary amenities, creating a comfortable environment for living and active outdoor recreation.
