Assegno inclusion: constraints between Isee, work and property.
Under the new rules, from January 1, 2024, the monthly payment of the Assegno di Inclusione (Adi) benefit replaced the civil income for families with a minor or disabled family member, and for persons over 60 years of age or disadvantaged. For the working-age population (ages 18-59), an income subsidy is provided beginning September 1, 2023, as long as they participate in education and qualification programs and have an active work policy.
The Adi recipient must meet the following criteria:
- valid Isee value not exceeding 9360 euros, family income not exceeding 6000 euros per year, increasing according to the number of family members;
- EU citizens or their relatives, persons with an EU residence permit or political asylum, residing in Italy for at least 5 years (last 2 years continuously);
- Having a family income not exceeding €6,000 (according to the equivalence scale), and having real estate, as defined for Isee (other than residential property, with a value for Imu not exceeding €150,000), not exceeding €30,000, and having movable property, as defined for Isee, not exceeding €6,000, plus €2,000 for each subsequent family member, up to a maximum of €10,000, and an additional €1,000 for each subsequent minor after the second;
- No cars over 1,600cc or motorcycles over 250cc registered within the last 36 months, or yachts or airplanes;
- No precautionary measures or final convictions in the last 10 years.
However, if the family has members who are employed or of working age (18 to 59 years old), this is not a reason to be disqualified from receiving Adi, and they can also request a subsidy for training and work if they have the appropriate requirements and activate the appropriate procedures.
In addition, family members who receive Adi but are not participating in educational and active labor policies and are not counted on the equivalency scale and without parental responsibility may apply for a tuition and work subsidy.
Adi is paid in cash, starting on the 27th of the month, to an electronic card. The Adi is received through the "Inclusion Card", which can be obtained at post offices by showing proof of identity and taxpayer number. The first payment is made by the 15th of the following month after signing the digital activation agreement (Pad); subsequent payments are automatically made on the 27th of the month.
"Equivalency Scale" is a parameter depending on the number of family members and affecting the determination of family income and Adi amount. It is equal to a base value of 1 for the first family member, increasing to a maximum of 2.2 (or 2.3 in the case of disabled persons), taking into account the following factors: 0.50 for a disabled person; 0.40 for family members 60 years of age or older; 0.40 for an adult family member who has the care of minors or has three or more children or disabled persons; 0.30 for other adults with serious social problems participating in care and assistance programs; 0.15 for each minor under two years of age, 0.10 for each subsequent minor, 0.50 for a disabled minor. For example, if there are two adult family members, one of whom is stranded, the parameter would be 1+0.30=1.30.
The application for Adi can be submitted through the Inps integrated information system online, through Counseling and Guidance Centers (Caf) or patron organizations. After receiving a positive result and signing the digital activation agreement, the benefit can be paid. For the next 120 days after signing the agreement, you are required to attend interviews conducted by the social services to determine the needs of the family and the individual members of the family as a whole.
Additionally, after an assessment by social services, individuals aged 18 to 59 who fulfill parental duties and obligations in education and work are required to submit data to employment services. Failure to meet deadlines or refusal to sign an individual service plan, as well as an unjustified refusal to sign, will be considered as a refusal to receive Adi. Furthermore, in the absence of an updated Isee or updated employment data, Adi will be canceled.
For applications submitted by the end of February 2024, the eligibility check for receiving Adi in January and February 2024 will be based on the current Isee as of December 31, 2023. After that, an updated Isee will be required.
