On Yerik Mazzetti (FI) on building renovation: towards a new model
As we foresaw, in order to understand the possible development of the issue of incentives and tax incentives in the field of remodeling of buildings, after Antonio Misiani - Head of Economy of the National Secretariat of the Democratic Party, but until last year Deputy Minister of Economy, we also contacted deputy Erisa Masetti of the Forza Italia party, member of the VIII Commission for the Environment, Head of the National Department of Public Works.

After a long period of discussion and deferral, tools that have played an important role in this area and were previously considered necessary to incentivize building renovations have been abandoned. SuperBonus, invoice discounting and credit transfer will no longer be available to the market to attract the attention of potential stakeholders and will no longer fulfill the function of incentivizing property renovation that they have hitherto performed. One era has come to an end and we must do all we can to ensure that the transition to the new model is as painless as possible for the whole sector,citizens and public administration.
To incentivize building renovation: pros and consThere are certain positive aspects to balancing, such as achieving efficiency and reducing pollutant emissions, and others that need to be corrected, such as excessive costs to the state and the consequent imbalance due to the misuse and even criminal use of instruments. It is clear that mistakes were made in method and content: the way in which bonuses were designed was unsustainable, and today many are paying the consequences. This choice will have an impact on the real estate renovation market, no doubt: the transition to a different regime must be accompanied by design thinking that includesappropriate tools to give structural growth in the industry. However, there are choices that have an impact on this topic: one of them is the increase in interest rates, which clearly causes negative effects, most notably the increase in mortgage interest rates. We hope to change this situation by creating a new majority after the next European elections, which we hope to see center-right.

Reconstruction of buildings and possible "compensatory" measures
Different measures canbe proposed as "compensating" for the various measures we will try to describe: for example, with regard to mortgages, the first reduction in growth has already been made, thanks to the constant pressures exerted by the government majority. We have also adopted a more situation-appropriate policy for green homes, which has never convinced us because of its excessive strictness and difficulty of application in our country, which is completely different from other European countries. We also realize that these "offsetting" measures may be sufficient to support the necessary development towards environmentally and economically sustainable construction, and that "traditional" ecobonuses will not be able to fully stimulate the market. This is why wehave been working in this direction, avoiding empty promises, such as Conte's promise of the possibility of free home repairs (thus at the expense of all taxpayers). Now is not the time for empty promises, on the contrary: already in July Forza Italia, with my first signature, proposed a bill on energy efficiency, seismic safety and water supply of buildings that allows to move towards systemic goals, strictly respecting public coffers and budget balance.
Reconstruction of buildings and EPBD
The ambitious targets proposed by the European legislator, realized through the EPBD and Green House directives, remain a challenge that we hope to answer more consistently, taking into account the national background and itsBut the main characteristics of our response have been defined: we need a season of regulatory stability, with rewards proportional to the level of performance achieved, but, and this is the most important change, in the opposite direction. Europe must give us common goals without obligations and restrictions, leaving us the task of creating the best system and the most appropriate instruments so that businesses can operate in a relaxed atmosphere and citizens can plan their investments to protect their wealth and gradually rebuild their buildings. Forza Italia is showing an understanding of what went wrong with the previous "yellow and red" bonuses by adopting better, clearer and fairer laws. (Marco Aldrati)
