Since the beginning of the year, inclusive benefit payments have reached 480,000 families, while the potential audience is 737,000.

INPS received 779,302 applications in January.

A total of 182,350 applications were rejected. The main reasons for rejection were:

  • exceeding the threshold for a superseding statement,
  • exceeding the income limit,
  • omission of an employment application.

The average amount of benefits per inclusive card in January was €620. A new card must be obtained from the Post Office after receiving an SMS from INPS.

The economic benefit is intended for families with at least one child, or a family member over 60 years of age, with a disability or accompanied by social-medical services due to a serious handicap.

In order to receive INPS, it is necessary to submit an application, register in the Social and Labor Inclusion Information System (Siisl) and sign the Digital Family Activation Agreement.

The application can be submitted directly on the INPS website, or with the help of patrons or through the Counseling and Information Centers (CAF).

Differences from the citizenship assistance program

Since January 1, 2014, the citizenship allowance has been abolished, and two measures have been introduced in its place:

  • Support for training and employment (in effect since September of last year) that provides 350 euros for participation in professional development courses aimed at enhancing the productivity of recipients.
  • The anti-poverty measure, the inclusive benefit (Adi), launched on January 1 of last year, has a different target group, as the access criteria differ from those of the citizenship benefit, as well as the calculation of the equivalence scale.

Another difference from the citizenship allowance is the control that is conducted before the allowance is granted, so after submitting the application, INPS begins to verify in order to start the payment. The interaction of databases from different institutions ensures greater efficiency in the control process.

Requirements for obtaining Adi

To be eligible for Adi, you need to:

  • to reside in Italy for at least five years, with the last two years of residence being continuous (unlike the 10-year requirement for citizenship benefits).
  • The Isee for this year should not exceed 9,360 euros.
  • The family income must be below the threshold of 6,000 euros per year (multiplied by the corresponding parameter of the equivalence scale).
  • The value of property for the purposes of property tax (excluding residential houses, the value of which should not exceed 150,000 euros) must be less than 30,000 euros.
  • The value of movable property should not exceed 6,000 euros (this amount increases depending on the number of family members).

The total payments on the inclusive card

The allowance is paid through an inclusion card, which needs to be obtained at post offices, and the maximum amount is 6,000 euros per year (500 euros per month). It increases depending on the family composition and housing needs by an additional 3,360 euros per year (280 euros per month) for 18 months, renewable for 12 months after a month of suspension.

The maximum monthly cash withdrawal amount is 100 euros multiplied by the equivalence parameter Adi (the equivalence parameter is 1 for a family and can be increased to a maximum of 2.2 depending on the status of family members and up to 2.3 if there is a person with a disability or incapacity).

The card cannot be used for gambling, purchasing cigarettes, even electronic ones, alcoholic beverages, weapons, or pornographic material.
